I am currently working on a health's blockchain able of integrating informations relating to COVID-19 patients. The difficulty is to allow this blockchain to be a general ledger accessible and verifiable by all, while preserving medical confidentiality.
How reconcile anonymity and the principle of verification by anyone of the blocks in the blockchain?

In my opinion, this is a fantastic concept of a research and implementation project. The use of blockchain technology and other Industry 4.0 technologies operating on computerized platforms of modern ICT and Internet information technologies enables rapid integration and processing of large data sets on Big Data Analytics platforms also regarding data containing the characteristics of the state of health of citizens and the use of this knowledge to forecast the processes of changes in the state of health of the population and / or individual patients. Obtaining data for this type of research from other centers and institutions of the healthcare system and, possibly, from analyzing the sentiment of data obtained from social media portals is a key issue.

Blockchain technology is a decentralized system of recording data and performing transactions which is increasingly being used across many industries, including healthcare. It has several unique features like the validation of transaction processes, prevention of systems failure from any single point of transaction, and approval of data sharing with optimal security, to name a few. At the hospital level, blockchain technologies are used in the electronic medical records systems, insurance claims, billing management, and so on. Moreover, this technology is helpful to manage logistic and human resources to achieve the quality of care in learning health systems. In many countries, blockchain is being used to promote patient-centered care by sharing patient data for remote monitoring and management. Furthermore, blockchain technology has the potential to strengthen disease surveillance systems in cases of disease outbreaks resulting in local and global health emergencies. In such conditions, blockchain can be used to identify health security concerns, analyze preventive measures, and facilitate decision-making processes to act rapidly and effectively. Despite its limitations, research, and practice based on blockchain technology have shown promises to strengthen health systems around the world with a potential to reduce the global burden of diseases, mortality, morbidity, and economic costs.

I believe it very much depends on what you want to store and verify on the blockchain.
The tradeoff between confidentiality and disintermediation is fundamental. You cannot verify what you cannot see. Gideon Greenspan explains this very well here: Article Where Blockchains Add Real Value
Novel approaches like zero-knowledge proofs may make it possible to verify parts of a transaction without leaking irrelevant information. For example it might be possible to answer the question "Have I been close to someone with Covid-19?" with a definite "yes" without leaking the information who this someone is. But then there is very little that can actually be verified; for instance, it would probably be very difficult to detect fake accounts or inconsistent behaviour (like saying I am Covid-19 positive on one day, negative on the next day, and then positive again on the day after that).
The more you want to verify, the more relevant information must be provided to you. And then it will be very difficult to ensure privacy.
