I want to know the standard procedure. For example, ISO 22196 is one of the standard guideline to test the antimicrobial activity of coatings, but it's on purchase document. Does any one know about it or any other suitable method?

A standard test for antimicrobial resistance to antibiotics is the disk diffusion method, which is quite simple. It is described by CLSI and EUCAST http://www.eucast.org/.
In general you spread bacteria on an agarplate and then place a paper disk containing an antibiotic on it. After incubation you can see an ihibition zone around that disk and measure it. But this is only feasible if you assume that your antimicrobial agent can diffuse out of the coating or film.
