A vibrant university counseling center with a lot of outreach and psychoeducational programs for students in general and for those who are at risk in particular
Education of faculty, staff members, dorm personnel and, if possible, for parents as well, to spot mental health problems
Has good connections with community mental health agencies and professionals so referrals and services can be provided quickly and almost seamlessly, etc.

When you see & hear college students making noises (by speaking & laughing loudly "continuously") in the university's corridors causing trouble to lectures & practical sessions in progress, then these students are suffering from mental health problems which require tackling by proper measures.
College students cannot be regarded as sources of financial income only & the universities are not designed to teach them "dry" courses only. The students ought to acquire ethical codes, discipline, positive attitudes, scientific way of thinking, and common sense.
Sometimes, it will be more appropriate if some few students are punished when they boldly cross the red lines in the campus. This is the responsibility of the administration if it really wants to manage a good university life "bravely" that will lead to graduates of high quality.
