Xylazine followed by ketamine can definitely be used. This paper documented successful surgical anesthesia and recovery of 10 ostriches: http://www.bioone.org/doi/full/10.1647/2008-034.1
Xylazine will tend to cause muscle relaxation, decreased respiratory rate and decreased heart rate. Ketamine will tend to cause muscle tension, increased respiratory rate and increased heart rate. The most successful protocols use an IM injection of xylazine to cause sedation followed by ketamine IV for induction/intubation and then the anesthetic plane of anesthesia is maintained with isoflurane.
