I mean what are the programming languages used in building libraries on the Internet I am still a beginner and I would like to build a library that contains various books and I want your advice and opinion on this and I also want to know how long it takes I previously learned the HTML language and css and a bit of c++. I would like a good explanation please.
Your question seems to be, "what stack should I use?" and it's not a simple answer.
There are many languages suited to your task. You need to determine what the requirements of your project are and decide on specifications. Ask yourself questions like, what sort of files will you be storing and serving? How will you be hosting your files? How many users must it support? What is your budget? What sort of performance metrics do you need to meet? Will users have to log in? How will books be uploaded?
In general, you need to code a server that you will host somewhere; either on your hardware or the cloud. It is called a server because it serves up HTTP Responses when it receives HTTP Requests. You probably want to configure a docker container for your server for the easiest deployment options on the cloud. This server will have to interact with a data store of some kind. Typically, this is a database also configured to run in a docker container. You will have to write functions for the server to get data from the data store and model it as objects. You will have to write functions to respond to the various HTTP Requests. You will likely write "Middleware" for modifying or redirecting requests on certain paths. You will also have to write files - web pages - in languages like HTML and CSS (or a templating language) which your server will include in its response. All modern languages have built in and third party libraries for doing some of these tasks.
For one possibility, and if you want to make your service as compact as possible, you could use Go for the back end, for its low cost threads and overall speed. If you're paying for cloud hosting on a shoestring budget, it might save you some money. There is a great video and blog series called "Back End Master Class" you can find on Youtube that uses Go with PostgresSQL to make a serious server.
