@Antonio Fernandes Thank you very much! I've been looking through free software and haven't found any! But still I have to elaborate a heuristic myself and implement it ( I don't know what most effective in this specific case, meta heuristics or constructive heuristics, the problem is NP hard and I'm afraid to spend a lot of time implementing an algorithm that will take hours to run ..) , the tool you shared will be a great way to compare results, thank you so much again mate!

Try a genetic algorithm approach. They work fairly well and there are open source libraries available.
