I work with medical image retrieval for diagnosis purposes, so i would like to submit my paper to a journal in IGIglobal or Inderscience, but the the problem i do not know what is the suitable one, Please could any one help me to choose it?

The choice of which journal to submit your paper can depend on the following points:
1- The relevance of your work to the journal (check the aim and scope of the journal).
2- How much contribution and novelty you have in your work and choose the one that matches you (some authors like to have a try with top one first).
3- Reviewing speed (if you are in hurry, choose fast one)
4- Open access or closed access journal.

I am not sure why you wish to find a journal with either of those publishers because I cannot find a journal in their portfolios that seems to fit with your speciality.
Have you considered the Journal of Medical Imaging (http://spie.org/publications/journals/journal-of-medical-imaging) of Medical Image Analysis (http://www.journals.elsevier.com/medical-image-analysis/)?
