Either the NASA meteorological website, or the TMY data are recommended. A comparison between these types of data is available in the following article,
For accurate measurement you can use Pyranometer. But if it isn't possible, just use NASA's website and enter the location Latitude by searching from google in the following site "https://eosweb.larc.nasa.gov/cgi-bin/sse/grid"
You have solar radiation data in: Photovoltaic Geographical Information System. It's easy to use and has a large amount of free access data from Africa, Asia and Europe.
Stations measuring solar radiation are extremely rare in Africa. There is 1 BSRN station in Tamanrasset that is easy to access. A few universities have stations in Algeria, but their data is not public.Similarly, there are some stations in DLR's Enermena network and a few stations in Morocco (MASEN), but it's also difficult to get their data.
Hi Dr Chris. Unfortunately, this is a fact. I am working at the University of Sebha in southern region of Libya and we do not have a meteorological station. If you can help to build a station, that would be great.
Yasser Fathi Nassar unfortunately I cannot do that. The best way would be that your government obtains the help of the ESMAP/GlobalAtlas initiative, since they fund the installation of stations and the mapping of renewable resources; e.g. http://www.esmap.org/node/3058
