What are the problems?

Please ... I am gathering views and stories concerning how the "High Conservation Value Forest" (HCVF) concept has impacted conservation outcomes (positive and negative, published or otherwise in managed production forests as well as in oil palm and other plantation landscapes). 

The concept was originally intended to better ensure the maintenance of recognized values in tropical landscapes subject to long term management for timber production.  Later the idea was adopted to guide which forests would not be converted to plantations (primarily by the industries involved, mostly oil palm producers under pressure from NGOs).  What are people's observations and judgements about this HCVF concept, its implementation, its benefits and failings?
