Scholars in the global south, in my opinion, should strive to create academic publications of high quality that can compete with their counterparts in the global North.

It's a yes and no answer. Due to limited funding and low capacity among many scholars in the global south, many researchers from the global south become attracted to low impact and predatory journals. Also high APC fees by high impact journals is another factor.
