Has the decriminalization of illegal drugs in some countries been a complete success?

I have a policy assignment to submit by Monday. I have chose the recent report of the Irish Citizens Assembly on Drugs Policy. www.citizens assembly. I will concentrate on the the top 6 recceomendations.

And reserach thoughts, quited ideas would be deeply appreciated.
