I am currently developing a system for allowing students to undertake embedded systems labs (Arduino and HC12 based) over the internet. This is based on ESXi virtualised hosts connected through networked USB ports. We have an application server running as a booking/LMS system but haven't fully integrated that part yet.
Have a look at LabShare, which is doing something very similar to this. There are quite a few lab rigs available (you can browse some of the labs currently available; I know UTS has at least one on FPGAs, but it may not be publically available on the Labshare web site). There's a list of relevant publications on the Wikipedia page too.

I would prefere something based on 8-bit architecture and assembly programming, but is a point of view of an electronic engineering teacher...
The way we are heading will allow any embedded platform to be used. Currently we are developing for HC12, Arduino, MSP430 but thats just because we use those in our lab.
We have used remote access to manipulate tools and IDEs remotely and a system to manage message exchanging, class organization,... In our solution is also possible to share screen among any two participants of a lab.
We did this (or at least our Portuguese partners FEUP did) in the EU Project PEARL back in about 2003. Web services were not available then so we used a middle-ware.
