What options are you using in GSAS-II? Once I want to export a phase, I use "Export" > "Phase as" > "Quick CIF" .

Indeed. I uploaded GSAS-II and tried this method, but it gives an empty file. I came with another solution. You can export the entire project as a Full CIF. Go to :

Export > Entire Project > Full CIF

There are many options that you can ignore, once you just wanted a simple CIF. Save and try to open it in some visualization software.
