This project goes to the core of the choke issue. Seems however that there is a contradiction in working for "precision fishing" and then apply a credit system that put all species in one bucket - as I understand it. The Credit system could certainly be considered on level of sea basin characteristics. Not relevant in the “single species” Baltic and very relevant (with sufficient underpinning) in the Mediterranean. Question is where does the “efficiency line” between a TAC machine and a Credit approach intersect in terms of optimisation of fish stock output - and with the underpinning that ensure non-target species above precautionary levels If you are interested in discussing.
