Can anyone make a suggestion as to where I have more chances to get this article published, this is my first time and I am experiencing some difficulties choosing a journal that is on web of science, IF is around 1+/- and will take into consideration the fact that English is not a nayive language in my country, not even the second))) ps we don't mind paying the publishing fees, if it matters)))) Please help....

First, you should identify the core journals in your field of study. A search in Web of Science will show these journals. Then find their Impact Factors and try your chance.

You could take a look at Scimago (www.scimagojr.com). There you can survey journal rankings in your field of specialization (e.g., neurology - http://www.scimagojr.com/journalrank.php?area=2700&order=h&ord=desc&category=2728), define the range of journal quality you are willing to publish in, and even the region of interest (Eastern Europe, for instance).
Instead of paying for publishing your manuscript, you could spend your financial resources in English editing services (all major publishers provide this kind of service) to increase the likelihood of publication in higher ranked journals.
