For completing my model for radiative sky cooling, I need the precipitable water vapor (PWV) data for a particular location in order to estimate the atmospheric emissivity. Unfortunately, I couldn't find any source providing these values. Does anybody know a database for these values?
There is actually a multitude of sources, from satellite observations or reanalysis models.
You can use Giovanni for all NASA data: https://giovanni.gsfc.nasa.gov/giovanni/#service=TmAvMp&starttime=&endtime=&dataKeyword=Precipitable%20Water%20Vapor and select the most appropriate spatiotemporal resolution.
There are other sources as well, particularly AERONET, GPS, and radiosondes. For details see Article Impact of on-site atmospheric water vapor estimation methods...
Finally, you can also obtain data (called there "Total column water vapour") from the CAMS reanalysis, https://apps.ecmwf.int/datasets/data/cams-nrealtime/levtype=sfc/

NCAR takes the data from the sensor on our roof and analyzes it to produce PWV information. The like i gave earlier is where NREL places this data for people to use. I image that NCAR has a similar page but has a lot more stations.
If you are interested in model/reanalysis data, you can check out ERA5.

AERONET collaboration provides globally distributed observations of spectral aerosol optical depth (AOD), inversion products, and precipitable water in diverse aerosol regimes.
