I have heard about a machine that consists about a rotor and plate surrounding this rotor. The distance between plate and rotor is very very small, because of the casimir effect that occurs on very very closed two plates. If the rotor-surrounding plate is charged electrostatical, the rotor begins to move and it may be easy to generate electricity with it. The reason of the Rotation of this rotor is because of the electrohydrodynamic Forces that arise in this slit.

Is such a machine really realizable? If yes, why nobody has used it?
