I know question-question match is a text similarity problem.
What about question-answer match or question-doc match? It is used in information retrieval.

text similarity (lexical and character similarity) and semantic similarity can be applied to q-q and q-a.
q-a is a Question Answering problem, a well studied topic in NLP that might require topic modelling, LSA, word-embedding analysis in addition to lexical similarity measure.

In IR-based question answering, given a user question, IR techniques find relevant documents and passages. Models can be feature-based, neural, or both.
