For polyurethane dispersion synthesis, why is DMPA wt% with respect to the prepolymer?

Many research papers set the internal emulsifier (DMPA) wt% to be related to the prepolymer weight and not the total weight of the prepolymer and the chain extenders. Is there a reason for this? Say like 5 wt% DMPA concerning the prepolymer. Is this a more reliable way to have a stable dispersion or to control particle size?
