I dont know if practical, but they make a tool that can do directional drilling such as for installing water pipes under a river channel. I dont think it is inexpensive. I dont have information on the equipment needed, how far is the limit, etc.

There are several of UTube examples of horizontal directional drilling on the internet. They can even change direction to some extent.
