In 2D modeling geosynthetic encased stone columns, FLAC2D software could model the geotextile encasement using structural elements if an axisymmetric model was selected ?

Yes it is possible to simulate your problem in FLAC2D..use geogrid element to simulate the encasement of stone column. this geogrid element is the structural element and capable of predicting bending strain, hoop strain and shear strain. i also recommend you to read FLAC manual for further understanding about your problem..
