I want to simulate a circuit with finfet device. from where I can get these model file ? I will use Hspice simulation tool.

The latest technology nodes (Example- 20 nm, 14 nm, 10 nm etc.) are all FinFETs.
PTM models are good enough for simulation. Take a look at

here you can download the file related to technology node you preferred, for both high power and low power transistor.
This is correct, PTM models is really great for first simulations. I recommand you to perform a calibration step if you target a given process. This calibration (with exp. data, typically I(V) curves or, Vin/Vout of inverter, or SNM data) of transistor model files is quite heavy, but it will strongly increase the relevance of the conclusions of your electrical simulations
