If I may say so, one option would be International Journal of Artificial Intelligence (AI) in Scientific Disciplines (https://www.igi-global.com/journal/international-journal-artificial-intelligence/334590#oa-funding-resources). We have only just started this journal and we are looking for relevant submissions on applied AI research and I think smart agriculture research would be a great fit.
