I know that, especially in computer science, it's legal to publish an extended version of a conference proceedings in a journal. Well,
1- Is it ethical (and legal), to send these two different paper versions concurrently to both a conference and a journal? provided that I disclose the situation?
Will the journal accept it?
2- My extended journal version contains two additional sections. About double-length the conference one. However, I didn't paraphrase some conference paper sections that appear in the journal version. Is it legal use?
The most normal procedure is that you first publish the conference proceedings and then publish the extended journal version of the paper. Journals typically require that the extended journal version contains at least 30% new material.
I would say that it is not good practice to publish both of these in parallel. You can however get around this problem by first submitting one paper, then storing a self-archived copy on arXiv.org or similar, and then submit the second paper, which refers to the draft paper on arXiv.org.
1) An extended version is made after the paper has been accepted in the conference. In the extended version you reference the original paper. In general, previous to submit an extended version of a paper you have to check it in the journal guidelines or to check it with the editor-in-chief since some journals do not accept extended versions.
2) In general, a guideline is that the new version should have at least 30% of new content. As for rewriting or not the sections that you have not changed I would check it with the editor-in-chief of the journal and you will also check the copyright agreement of the proceedings of the conference.
