Yes, I think COVID-19 should form part of our learning experience. A pandemic, in the context of today's world as a global event is unique. Additionally, the course of the disease is unknown and it changes with mutations. Sociologically, psychologically, economically, politically - in all aspects of our functioning - this pandemic is teaching is new things about disaster management every day.
Also, prepared as we may try to be, there's always that combination of circumstances unplanned for or a particular entity (public or private) which is not prepared. I think that the functions and awareness of a disaster management plan should permeate into every sector of government and society. A disaster management plan should be a fact of life.
