This brings me to the deeper question: How will these illiquidated damages be calculated in monetary terms in cases where CLA projects fail to complete?

Are there formulas or frameworks used in countries that compensate PAPs for incomplete CLA projects? Should the calculation be based only on the properties listed in the valuation report, or will it also account for the psychological and physiological impacts that resulted from the project's failure? How should these non-material damages be factored into the final compensation calculation?
