If it is pre-determined and pre-set to be timed and for once, I do not think that students can retake it. It is more like an open book exam. Per say, indirect questions that let students think and apply case/ study approach for example would be ideal.

Testing is the training in the ability to answer fixed primitive questions. In my opinion, this is easier than a conversation with the professor during exam. But good students very quickly develop the ability to pass the exam without gaining knowledge. Once I answered 23 additional questions at a physics exam at a university, feeling at the same time like in sports competitions (I got the highest score).
