Electro-optic modulator (EOM) vs electro-absorption modulator (EAM)?

As an optical researcher I'm quite familiar with EOM, and I've used it for both intensity and phase modulation. Recently I learnt that in optical communication people actually use EAM rather than EOM for high-speed modulation in transmitters. From what I found online, EAM is capable of 10Gbps or higher speed, and it can be easily integrated with the DFB laser source at low cost. Now my question is, if EAM is so good, why are people still using expensive and bulky EOM for intensity modulation?
