Does Heat Treatment affects grain size of the material which is being forged before heat treatment?
If there is any effect during heat treatment such as grain growth then how do we measure the Grain size in Martensitic Structure. Can we measure PAGS and validate the same?
Yes, the HT modify the grain size. Today, the trend to economize energy is to use the residual heat from forging to make the HT. But the steel need to be microalloy steel.

Heat Treatment affects grain size of the material which is being forged before heat treatment?
Yes definitely, Grain Size or Growth is dependent on Temperature &Time of Exposure. Higher the temperature and time produces Coarse Grain Sizes.
Driving force for Grain Growth is also dependent on the percentage of cold or hot deformation. Higher the deformation and Low temperature produces fine grains and Vice Versa.[Temperature has primary effect and Time has Secondary]
Regarding measurement of Grain Size of Martensite Structure PAGS can be used. Suggested detailed reading of following document for better insight and through measurement option.
