Effect of annealing time period on the crystallinity properties of ZnO?

Can anyone tell me whether the following statement is right or not:

"Improved quality of crystalline properties of zinc oxide thin film will have higher tendency to synthesize smaller diameter size of nano wire. High crystalline thin film is associated with smaller size of grain crystal which will behave as the nucleation site for nano wire growth"

Hi, I am not sure what those sentences referring to. Generally, each material has its own particular annealing temperature where its grain size become maximum. And each temperature increment is grain size gets saturated after some time for e.g. for ZnO, as per my experience, annealing it at 200 C for more than 30 mins don't bring any change in properties.
