No, not necessarily. And while increasing funds may produce more yield, it's not necessarily better (i.e., has value - or, return on "investment").
My main arguments:
1) While federal funding has remained relatively flat over the past decade, it has increased nearly 500% since the mid-1970's, adjusted for inflation.
2) Since all value is subjective, there is no way of answering this basic question: how much funding is enough? The answer should not be, "as much as we can get!"
3) Private industry has plenty of incentive to fund basic research. Why? Because they make a profit by selling something people want. Profits are re-invested to develop new products that make all of our lives better and more comfortable. This can also include environmental issues, but only wealthy (i.e., economically free) countries have the means to act in an environmentally friendly way. Private research could actually devise several different competing strategies to tackle environmental issues based on what consumers value the most - but private property and prices (in a free-market economy) are necessary to make such value judgments. Furthermore, grassroots organizations are very adept at raising funds to support research to advance a common goal.
