Water has plane of symmetry. So it is achiral.

It is achiral so it does not have optical chirality.

However, one can observe optical polarization rotation in water using chirality induced by magnetic field (magnetic field direction being along the propagation of light).

I think it's worth noting that magnetically induced rotation of linearly polarised light, mentioned by Nikolay, is not chirality. The difference is obvious in the optical isolator, where optically active materials cannot be used.
