Hi every one
my question is that when i cite some references in my paper, should i check the ranking of those journals that published my references (like impact factor, whether Q1 or Q4)?
or even does citing few articles that have been published in (non_"SCOPUS" nor_"ISI") Journals harm my papers when reviewed by editors and peer reviewers?
and does the citations count for my references strengthen my article?

Only the strength of your own work will affect the acceptance of publishing your article in a high prestigious journal (a journal which is cited and expanded ).
You have to appropriately reference pertinent previously published materials related to your topic, it is just a measure of how you develop your topic related to other researchers results and how you create a significant new results or interesting original ideas. you should look for the appropriate content.
Generally.The acceptance of your article depends on the Journal requirements and the reviewers' opinion .
Reviewers generally looks for answers for some questions like:
is your research paper a state-of-the-art paper, does it provide original insights and is the coverage sufficiently broad?
Are the Conclusions really conclusions? Do they clearly identify what has been actually concluded and what is new?
Are the scope and contents of the paper appropriate for publishing in that journal?
Are the experimental devices well described? Are the figures and tables clear and needed
and if you follow the required format for that journal or not?
The journal reference ranking might best correlate with the difficulty of a particular article getting published in that high ranking journal as the highest ranking journals will often have a lower acceptance rate of articles because there will be a higher number of articles submitted to the highest ranking journals for consideration of publication.

It depends on the journal in which you attempt to publish. If you wish to publish in a top journal, it is better to avoid citing articles from lower grade journals, predatory journals and conference proceedings. The question is "why do you want to bypass articles in your reseach area published in top and reputed jourrnals?". If you can't find articles in your reseach field in reputed and indexed journals, it will indicate that your research area is old or obsolete. Editors of top journals do look at the reference section carefully before passing the manuscript to review process. They obviously expect citing recent articles and few articles from the submitted journal. Generally, the non indexed journal quality is poor. Hence, it is better to avoid citing them.
