The viscosity of a fluid is utterly independent of any gravity that is applied to it.
There are two basic regimes for waves in fluids.
a) So-called capillary waves, where the balance of energies is mediated by the surface tension of the fluid and its momentum.
b) Gravity waves, where the weight of the displaced fluid is interplayed with its momentum.
In neither case is viscosity anything other than a damping phenomenon.
Any fluid, be it air, or water, will be displaced by (say) the presence of the Moon.
Indeed, any body (solid or fluid) is stressed by the presence of the Moon. A fluid will flow (tides) and a solid (the Earth) is strained.
