Studies have indicated that there is a spatial correlation between the emergence of innovation and commercial firm success, on one hand, and the proximity to centres of research and development (R&D) activities, on the other hand. The classic global examplar being Palo Alto / Silicon Valley / Stanford / Xerox PARC / UC Berkley. Knowledge spillovers from these R&D centres of excellence flow more efficiently into business communities that are adjacent than to those communities that are distal; this is so despite the pervasiveness and effectiveness of the global ICT infrastructure. Physical trumps virtual. From this logic, business communities in developing economies, which are most distal from these research regions, would find it challenging to enjoy, and so secure, the same trajectories when compared to communities that are more proximal. Are those regions of the world that are located in developing economies destined to be peripheral participants at the lower end of the global value chain ?
