Data Aquasition card should be able to control 8 motors which requires following I/Os
8 PWM outputs
16 Digital outputs
8 or 16 interrupt/counter pins to connect encoders
Several analog inputs (may be 8) and Digital inputs (around 16)
If you know any DAQ device which has pin configurations mentioned above or any other way of getting this done please advice.

You can try a logic analyzer/pattern generators. I were looking for some of them:

Most of them have interrupt lines that you could use for counter.
NI have some of them that can be easily be programmed using labview
I would advice trying a FPGA-based solution, if you really need several PWM outputs. For example: http://sine.ni.com/nips/cds/view/p/lang/en/nid/207366
There are qute a few multifunction DAQ boards with 16 SE/8 DIFF AI and a big number of programmable DI/DO lines like http://sine.ni.com/nips/cds/view/p/lang/en/nid/207412, but typically they have 4-8 counters/timers. NI is just one manufacturer among others. As Javier mentioned, LabVIEW is a big advantage of NI stuff.
