I also suspect it is a sea slug, but it is hard to identify to species just based on this photo.
Where was it found? I suggest to ask Natalie Yonow at Swansea University if she has seen something like this.
if you found it in Hormozgan coastal waters, it is not sea slug.
I think it is a kind of ray.
but it covered with a black substrate. could you specify geographical information?
I also believe it is not a slug. It seems to have a sort of tail and its symmetry suggest a sort of Ray.

Sea hares, aplysia?
To me it looks a marine snail of genus Aplysia but I could not say which species.
