I am working on my dissertation but I am struggling to understand whether I need any of these of not. I am not testing any assumptions, I am exploring public attitudes on CCTV and trying to find "if there are any ethnic differences in their attitudes". All help much appreciated.
My view is the researcher can conduct a research without testing the hypothesis. In my PhD research there is an objective called “What is the degree of religiosity as perceived by managerial employees in Sri Lankan listed companies?”
I have achieved this objective by using the descriptive statistics. But there is a possibility of achieving the above mentioned objective by testing hypothesis also.

You can indeed use descriptive statistics, but statistical tests are appropriate any time you ask about the presence of a relationship between variables. In this case, you have just such a question when you ask "if there are any ethnic differences in their attitudes?"
In this case, Chi-sq could be an appropriate test, but there might be better options, depending on how you have measured attitudes.
Use descriptive statistics to elaborate your findings much related with objectives of the study. The hypothesis is no need to be tested always, when the study fulfills required measures to achieve objectives.
