As it seems, the LEED certifications do not depend on the geographic locations of buildings.
This means that if a building in India could catch the LEED Golden certification, this building would take the same LEED certification as it is located in Netherland. Is it true?

This is true, however, LEED has something called Regional Priority credits which address specific geographical concerns. They essentially count as bonus points within the LEED rating system.

Greater geographical location is probably not very influential, country to country. However urban vs. suburban vs. rural does have a significant impact on getting LEED points.
LEED has credits that encourage building within the urban core and sharing services to reduce environmental impact such as mass transit.
I have had well designed buildings barely reach certification due to the location where there were few sustainable sites credits to achieve nor regional priority credits. I've had other buildings achieve gold just because they were in a better location with easier regional priority credits. Again that's a local issue not a global issue.
Yes. And that is one of the reasons why many countries, especially those in the tropics are developing their own green building tools by taking the distinctive climatic conditions, available local resources, building operation practices etc into consideration.
For a deeper dive into detailed environmental impact categories, you may also benefit from familiarizing yourself with Life Cycle Assessment reporting protocols. Whole building LCA is complex and design workflow integration is still developing. It holds the promise, however, of more clearly and scientifically identifying environmental risks and benefits associated with various design options. It is different from the checklist approach used by LEED and other point based rating systems. It also follows established ISO methods and procedures for assessing impacts.
I was just remembering a discussion from grad school where we discussed the goal of moving people back to the cities because in the US we have urban sprawl, and decaying inner cities that need revitalization.
Other parts of the world have the opposite problem where people are leaving the countryside and moving to the cities. This might be a good example of where LEED isn't very applicable to certain regions.
Overall I think you could adapt LEED to just about anywhere. The US has just about every climate type so that shouldn't be a challenge. We don't have ASHRAE climate zone zero that is found in the middle east and other places, but other wise 1 through 8 are found in the US.
Certain credits are just not applicable or helpful for certain building types in certain locations. There's 110 possible points and you only need 40 for certification. I have not run into a project that can't meet that requirement with a small amount of effort.
In the US however we do take for granted certain laws and codes that set a minimum performance relatively close to the LEED prerequisite. If your location has limited building codes related to performance the gap may seem very large.
For one project the owner was interested in LEED, but could not afford compliance to the certified level. So we followed all the prerequisites, recycling being one of the more difficult ones, and achieved a few points to demonstrate the process for educational purposes and to advance the knowledge of the owner's team.
I wonder if USGBC would want to offer LEED v3 certifications to countries that have limited abilities to comply with LEED v4. LEED v4 is relatively new and is much more difficult to comply with even with owners and an AEC team that is experienced with v3.
Finally I would add there are other systems out there such as BREAM, GreenGlobes, Living Building Challenge, etc. that may be more suited to your needs. I have limited experience with these systems so can't offer much help.
