Silicon is a semiconductor with valance band and condition band shifted along k axis. When an electron in conduction band comes down to the valance band then what happens ?
Both phonon and photon are created or only phonon is created ?

An optical phonon is merely a movement in the lattice structure of the semiconductor and does not produce radiation of itself - in fact it is probably caused by radiation.
More recently another definition of optical phonon has arisen from the study of wave interactions in travelling light and a phonon in this case is identified as amplification of wave power.
So the answer to your question is only a photon is created - the phonon is merely an indirect activity.
