Obviously yes! You should be aware first of all that the traces of propolis do not cause severe alergies, as this is well documented in literature. If you try to purify the honey, you may loose the beneficial effects of the propolis (bacteriostatic and bactericid and that of healing adjuvant/initiator/promotor.

Do not rely on the fact that honey was consumed for thousand of years, it does not work this way, on the simple assumptions. first of all, you have to prove that it is safe using very well controlled replicated experiments.

So, have a few more hours spent with the documentation stage, discuss the plans with a person who knows a bit more about it, plan your experiments, interpret the results and please, by all means, avoid jumping to the conclusions, based on commen sense / does not work very well in this field.

Yes. The honey obtained from the hive should pass several tests including toxicity tests that are aimed at ensuring that the final product is safe for consumption. 

I wonder what type of toxicity tests you guys are talking about. Honey has a very good safety record and the fact that has been consumed for thousands of years shouldn’t be discarded as a proof of safety. With exception of people who are allergic to honey and babies, who shouldn’t be fed honey because of the presence of C. botulinum spores, I don't know what type of problems may cause to the rest of the population who have no medical issues, such as diabetes.

The original question is about using honey as a “treatment.” I don’t know what type of treatment the original poster refers to. Assuming that is for ingestion or for topical application, what I would do is to test for pesticide residues and do some microbial testing, such as total coliforms, to make sure the honey was collected in a sanitary way.

~ Thanks for the feedback. Currently I have 8 sources of honey of multiple type and all of them have been tested for physicochemical and trace compound. However only 2 of them have undergone Acute and Sub-Acute toxicity test in my lab by following OECD guideline. These honey will be used as 'treatment' for certain illness by ingesting it in pre-clinical study.

My initial question arise as there were many honey of the same type but from different sources currently in my possession and I'm puzzled why there were no literature or reports on said honey toxicity but yet there were numerous reports of the said honey potential as treatment .Then  I was thinking it will not even be economically and marketing viable to use honey as 'treatment' even when one of the honey type shown potential as it will be hard to standardize honey content of the same type from different sources. However, this will be me jumping to conclusion again.

Honey as such has only one function and that is it is a food. Yes if you are going to add it in any pharmaceutical formulation, then there are prescribed tests for it including toxicity test.

Please read this paper, interestingly, the authors suggests Honey has a protective potential for the alleviation of hepatic and renal toxicities induced by Chlorpyrifos (CPF).

It seems that you are planning to use honey for some application for treatment/  for some treatment on honey. I think for that toxic test is not required but the quality test is must i.e. Feihe's test, Aniline Chloride test, HMF and Enzymatic (Diastase) activity along with Sp. Gravity, Moisture, reducing sugar, L/D ratio and acidity.

Honey may contain compounds that may lead to toxicity, so i think you should test it for toxicity. A compound not naturally present in honey, named 5-hydroxymethylfurfural (HMF), may be formed during the heating or preservation processes of honey. You can check on this by attached file.

Toxicity tests is necessary especially when the botanic source itself is suspicious. For example honey from jatropha must be tested because the plant contains phobor ester which is known to be toxic.
