If I understand u corredtly, then it's depends from training set which you use. All face detection/face expression detection algorithms use pre-trained classifires. If you use homogeneous training set with equal ethnicity, than u mor likley detect face impressions with specific ethnicity.

I don't think so. But I know that I as Causatian have trouble to read Asian face expressions.
