We live in the so called risk society, many projects, often megaproject, involve risks and uncertainties, the construction of new infraestructures or the implementation of new technologies, for instance. The communication strategy of the actors involved may strongly vary from one case to another. In some cases, actors acknowledge the existence of risks associated to the new technology, while in others, the possible negative effects are hidden. In this context, some authors claim that transparency and open communication of risk may increase trust in institutions and improve the process of governance and planning. My question is, to what extend the relationship between transparency and governance is consistent? Do someone know any paper addressing this issue? I am especially interested in environmental restoration projects.
