For example If a published article A is cited in two different paragraphs of the new article being written, What will be the citation count for article A ??? WIll it be 1 ??? or 2 because it has been cited in two different paragraphs of same article ???
I believe that the counting is only done through the list of references at the end of the paper, which means that each reference is counted only once, even though there may be ten or twenty citation occasions to that individual paper.

The citation count is per paper, and not per paragraph, so the citation count in your case is 1.

Usually, when one article is cited in a paper, it does not matter how many times it was cited in various paragraphs, it will be counted as one citation. If different authors or different articles were cited in an article, it will be counted accordingly.
