I am making hydrogels with calcium phosphate mineral, I have tried washing at the end of culture with water, PBS, and TBS. All of which have either changed mineral phase (undesirable) or have washed away the mineral. Any ideas on other solvents that may be safer to maintain mineral structure in the gel?

The question is too brief to be answered properly. The full composition of the gel must be provided. However, since water and aqueous solutions do not work properly, try organic solvents, like alcohols, acetone, etc.
Kindly explain what you mean by mineral phase is washed away. However, multiple washing would lead to loss of minerals. Give more details on why you have to wash several times and then we see how we can help you solve your problem.

I cannot say "it is the best" because it is also related with the content of your experimental procedure yet I remember using acetone for hydroxyapatite during my PhD.
