2)Another approach would be to approximate wind speed with the Weibull distribution, after you locate the proper parameters for the area of interest.
3) finally you could check the program "Retscreen" which includes wind data, is free of charge (search for previous versions) and may help you with your project.

Within the Solar Advisor Model (SAM) and HOMER energy softwares, you will find databases of hourly wind speed for many locations. If you need the data of a specific location that is unavailable there, these softwares include external links for downloading the data.
