If you feel there is no specific tool that measures the standard of nursing practice, you can divide the standards into various domains, such as infection control domain, pain management, documentation, leadership and decision making, quality control, collaboration etc... By this you will narrow your search from the broad standard focus into distinct aspects. Second would be checking the accreditation regulations such as JCI and Magnet forces because there aim is to ensure the standard of nursing practice is at its highest and is what needs to be applied. You can also check the regulations and recommendations of well known nursing communities such as ANA,
Your research question is still broad. Are you going to measure compliance with standers, will it be their knowledge of the standers, will it be their attitudes or perception?

You can assess three domains performance in general through questionnaire, observational performance checklist , and performance log as feedback from nurses
I agree there are many instruments to measure standard practice though one should also determine what instuments are used for quality control monitoring at the area where your research is done e.g national/international core standards
