Try IEEE Systems Journal.  They accept topics in software engineering.  Review it first before submission.

Although they have a 3-month revision cycle, but from experience they usually respond in almost 1.5 month.

It seems that is no more indexed in Web of science. Can anybody prove that is indexed? I hope I am wrong....

software engineering is a broad topic to talk. but most of journals makes difficult to review perfectly in a short time period because people may differ in knowledge of technology and the knowledge of applications as well.

MDPI a very fast publisher, you can search in their journals, but it's only drawback is that it is expensive because it is only Open Access.
