The traditional Triple Helix model of national innovation systems spoke to the symbiotic complementarities of academia; the productive sector including the representatives of talent capital; and of government. Increasingly there is recognition of civil society as a significant player in these innovation systems. Has the Triple Helix now formally evolved into a Quadruple Helix model ?

From a development perspective, the UNIID-Africa project led by Prof Glenda Kruss and supported by the International Development Research Center (IDRC) may be of interest. This was an exploratory project, looking into innovation activities. The team documented some challenges to make the connection university-social agents broadly defined in a sample of African countries. Prof Goddard was involved at the early stages so I am sure something around the quadruple helix may have been discussed. There is another UNIID network, in South East Asia: http://uniid-sea.net/ maybe you can get some ideas from there.
