There is a survey of interest groups covering the US, Germany, China, Russia, India, Japan, South Korea, Thailand, Turkey, and several other countries collected by a research team led by Prof. Yutaka Tsujinaka at the University of Tsukuba in Japan. I think the dataset includes questions on lobbying activities.

Project by Raj Chari http://www.regulatelobbying.com/ It is not complete, since there are more countries, which regulated lobbying, but still consists of many useful information. I published a book about lobbying regulations around the world (2008) and few articles, but it is in Polish language only.
